The Ministry of Treasury expects to receive the action plan of pipeline transfer from PERN to OLPP by the end of March.
According to Mr. Krzysztof Żuk, an Under-Secretary of State at the Ministry of Treasury, the take-over plan of the PERN pipelines by OLPP is due by the end of March.
He also explains that OLPP should unquestionably take over pipelines currently administered by PERN. OLPP will thus maintain its independence, however, within its capacity as one of the PERN companies. The managements of both companies are currently working out a joint action plan and are dealing with formal and legal analyses.
The Minister of Treasury will be presented with detailed action plans as soon as the management boards of both companies have finished their work; the sooner, the better. These plans are due by the end of March – he adds.
Liquid fuels pipelines will be separated from PERN as specified in a governmental policy for the Polish crude oil industry adopted in February 2008. The policy assumed that PERN would focus exclusively on crude oil pipelines.
The total length of all pipeline sections administered by PERN SA equals approximately 600 km.
OLPP is the Polish market leader offering storage services of oil-derivatives and obligatory fuel reserves. PERN is currently administering a network of both, crude oil and liquid fuel pipelines.

Poland looks to Belarus for energy
During a visit to Belarus last week, Polish Deputy Prime Minister and Economy Minister Waldemar Pawlak explored opportunities in bilateral investments and cooperation in energy sector.
Poland wants to get involved in the prwatization of Belarusian energy institutions and enable Polish banks and insurance Companies to operate on this market. "Now is the right time to open economically to Belarus, and not only on the state level, but mainly through cooperation between individual Companies," Pawlak told Polish Radio.
The presence of Polish financial-sector firms would guarantee the Safety of Polish investments in Belarus, Pawlak added. As part of the visit, the Warsaw Stock Exchange signed a cooperation agreement with the Belarus Currency and Stock Exchange in Mińsk. Morę important for Poland, however, is the potential Belarus has in the energy sector. Pawlak, who met with Belarusian Prime Minister Sergiei Sidorsky and his deputy, underscored that Poland is highly interested in constructing the Yamal II natura gas pipeline which is to transit through Belarus. "Yamal II is now considered to be cheaper and faster to construct than the Nord Stream pipeline. The land and infrastructure is already there," said Pawlak.
Cheaper electricity and diesel fuel deliveries from Belarus were also topics of discussion. By the end of 2009, Poland's Logistical Operator of Liquid Fuels (OLPP) plans to build a fuel pipeline to pump diesel fuel from Belarus to its plant In Małaszewicze.
Waldemar Pawlak's trip to Belarus was the first official visit of a top-level Polish politician to Mińsk in six years.

Construction of EU-funded gas and fuel storage facilities
Poland will spend EU funds on the development of gas, petroleum and fuel storage facilities – declares the Polish Prime Minister, Mr. Donald Tusk.
Tusk declared that the actions aimed at guaranteeing Poland's energy security would include the development of natural gas storage facilities located in Wierzchowice (Lower Silesian Province), Mogilno (Kuyavian-Pomeranian Province) and Kossakowo (Pomeranian Province). Initially, the storage capacity will total 2.36 bn m3, and will reach as much as 4 bn m3 upon completion of investments.
Poland will also develop its fuel and petroleum storage capacities by adding more storage tanks to the existing storage facilities. The investments will be financed with EU funds assigned under the Operating Programme ‘Infrastructure and Environment’. OLPP and "PERN" “Przyjaźń” SA will be in charge of the investment implementation.
The Polish Prime Minister declared that the domestic natural gas output will rise. A new mine will be soon commissioned utilizing natural gas deposits in Lubiatów, Międzychód and Grotów. The number of interconnectors will grow proportionally – on the Polish borders in the south and west – including the Polish-German border. Poland will also examine prospects for the construction of pipelines leading to Norway and Denmark. According to the Prime Minister, the Polish system may be as well connected to a gas hub in Baumgarten in Austria. It will become even more significant if the construction of Nabucco pipeline from the northern Europe is confirmed – Mr. Tusk noted.
