OLPP Supervisory Board, following its meeting on 28th May 2010, has appointed Marek Beroud, Paweł Mosak, Andrzej Kania and Danuta Plich to the position of the members of the Company’s Management Board, for the common 6th three year term of office.
Supervisory Board has appointed Marek Beroud for the president of the Management Board. Andrzej Kania has been appointed for the position of Chief Operating Officer, Paweł Mosak – Strategy and Trade Officer, Danuta Plich – Economic and Financial Officer.
Notification on the opening of consultation proceedings concerning the revision of the Independent Operating & Rescue Plan
Remarks and suggestions concerning the Plan revision must be made in writing and submitted to the secretary's office of the Provincial Headquarters of the State Fire Service in Gdańsk by June 2nd 2009.

The Plan will be made available at the Provincial Headquarters of the State Fire Service in Gdańsk, ul. Sosnowa 2, in the period from May 5th to June 2nd 2009, between 8.00 a.m. and 2.00 p.m. All persons interested are invited to submit their remarks and notions concerning the revision.
To be granted access to the relevant documents, please submit a written application at the secretary’s office of the Provincial Headquarters of the State Fire Service in Gdańsk. The application form is provided in Annex 1.

Plans for 2009
Supervisory Board adopted an Action Plan for 2009 submitted by the OLPP Management, which is a part of medium-term action plan for 2009-2012. Actions for 2009 consist in investments and modernisation works.
On December 10th 2008, 100 percent shares of OLPP Sp. z o.o. were submitted for direct supervision of the Ministry of Treasury.
OLPP Sp z o.o. has been operating in the Polish fuel market since January 1st 1997, when Dyrekcja Baz Magazynowych “Naftobazy” was separated from Centrala Produktów Naftowych S.A. and established as a separate entity. The new company was registered under the Polish commercial companies law on July 1st 1997 under the name CPN Dyrekcja Baz Magazynowych Naftobazy Sp. z o.o, with the initial capital of PLN 345 711 864.19 fully paid up by CPN S.A. Two years later, on April 12th 1999, CPN S.A. shares were transferred to Nafta Polska S.A., which acquired proprietary rights to CPN S.A. In September 2006, Naftobazy changed its name to Operator Logistyczny Paliw Płynnych Sp. z o.o., with its principal place of business in Płock.
The decision on the transfer of OLPP shares was made in accordance with the new Polish Government’s Petroleum Industry Policy adopted in February 2007. Pursuant to the aforementioned governmental policy, the shares of companies vested in Nafta Polska and operating in the Polish fuel sector would have to be held by the State Treasury.
OLPP has been counted among strategic businesses enumerated in an Ordinance of the Council of Ministers of September 30th 2008, listing companies of significant importance for the public order and safety.
OLPP plans for 2009

Key OLPP investments in 2009
40 percent of OLPP expenditure in 2009 will be spent on investments. In particular, the company plans to build new storage capacities in Koluszki and to launch the construction of a trans-border pipeline leading from the Fuel Base in Małaszewicze to the border with Belarus.
OLPP plans to build two petrol storage tanks in Fuel Base no. 1 in Koluszki, with 15,000 m3 storage capacity each. The market demand for petrol storage facilities has been constantly on the rise; therefore the Fuel Base in Koluszki will now include new petrol storage tanks. As a result, with increased storage capacities in Koluszki, OLPP will be better prepared to cover the demand for petrol in the central area of Poland. Apart from the storage tanks, OLPP plans to recondition the connecting infrastructure between the new tanks and the existing fuel fill and drain facilities, and the fire protection system.
Fuel Base no. 1 in Koluszki is located in the eastern part of the Łódź Province, and occupies the area of ca. 37 ha. It now features petrol, diesel oil and furnace oil storage facilities with the total capacity of 191,000 m3. The storage tanks have been adapted for railroad and pipeline fuel deliveries from Płock. In the Fuel Base in Koluszki, fuels can be further distributed to road and railway tankers and via pipeline to Fuel Base no. 3 in Boronów. The latest major investment in Koluszki consisted in the construction of biofuel blending facility which was commissioned in May 2008.
Moreover, OLPP plans to build a trans-border fuel pipeline leading from the Polish-Belarusian border to Fuel Base no 22 in Małaszewicze. The pipeline will connect the OLPP Fuel Base with a pipeline system in Belarus which will facilitate fuel transmission to Poland. Within the next few years, OLPP will attempt to develop new connections to the neighbouring systems with the aim to improve Poland’s energy safety and to make the fuel market more flexible in terms of fuel import and export operations. Fuel prices in retail sale will be positively affected as well. The transmission capacity of the new Biernady-Małaszewicze connection will reach 2 mln tons annually, which would also help to solve Poland’s current problems with diesel oil deficit. Domestic refineries cover as little as 2/3 of Poland’s demand and the remaining quantities of diesel oil are being imported from other countries. Belarus covers approximately 16 percent from over 3.5 – 4 mln m3 of annual diesel oil import. However, fuel transmission from Belarus to Poland has been expensive, and the costs have been associated with obligatory fuel transhipment from broad- to standard gauge railway tankers. Fuel transmission via pipelines is much more effective, cheaper and more environmental friendly.
The new connection will boost diversification of fuel deliveries. Moreover, once the investment is completed, the import of ready fuels can be quickly increased, if needed.
The investment will be implemented in cooperation with a Belarusian company „Bielnieftiechim”. OLPP will be responsible for preparing a 10 km section of the pipeline from the Belarusian border to the Fuel Base in Małaszewicze, which will be used for pipeline fuel reception and transmission.
Key OLPP modernization plans for 2009Apart from investments in new storage tanks and fuel transmission infrastructure, OLPP plans to launch a far-reaching modernization programme. Although the company has been operating for a relatively short period of time, its fuel storage facilities are much older - many tanks were built in the 60' and 70'. Throughout the years, technologies, construction designs, and protection systems has been undergoing constant changes. Railway and road tankers loading and reloading infrastructure has been developed as well. This is why continuous expensive modernization and obsolesce mitigation works must be performed in all OLPP fuel bases.
In 2009, major reconditioning will be performed in Fuels Bases in Kawice, Dębogórze, Koluszki, Zawadówka, and Małaszewicze. Modernization and redevelopment works in Fuel Base no. 10 in Kawice in the Lower Silesia will include the existing fire-protection system and water supply and sewage system, as well as protection platforms surrounding the storage tanks. These investments are aimed to increase fire- and environmental safety in the Fuel Base. The Fuel Base in Kawice has been included in a long-term modernization programme, to be completed in 2009. Once the works are completed, the Fuel Base in Kawice will become one of the best storage facilities in OLPP.
OLPP plans to perform general redevelopment and reconditioning of the existing fire protection system and sewage treatment plant located in Fuel Base no. 21 in Dębogórz near the Tricity (Gdynia, Sopot, Gdańsk). Currently, the protection plates surrounding the storage tanks are being sealed, and railway track scales are being constructed. ITV system will be also installed.
Apart from the aforementioned investment, reconditioning will be performed in Fuel Base no 1 in Koluszki, and will include the local sewage treatment plant and water supply & sewage infrastructure. Moreover, the existing fire-protection system will be overhauled.
A major modernization programme is also being scheduled for Fuel Base no. 13 in Zawadówka in Lubelskie Province, in Chełm municipality. The facilities will be adapted for handling propylene, LPG, and chemicals intended for industrial recipients.
In Fuel Base no. 22 in Małaszewicze, apart from adaptation works for fuel transmission from the trans-border pipeline, a new railway front is scheduled to be built together with all transhipment protection systems. The existing fire-protection system will be also redeveloped.
The modernisation of OLPP Fuel Bases is also aimed at the development of biofuel systems to cover the current market demand. Diesel oil may be blended in Fuel Base no. 2 in Nowa Wieś Wielka, Fuel Base no. 4 in Rejowiec, Fuel Base no. 1 in Koluszki, Fuel Base no. 5 in Emilianów, Fuel Base no. 3 in Boronów, and Fuel Base no. 22 in Małaszewicze – these services are becoming more and more popular among OLPP customers. OLPP offer will soon include biofuel blending services based on petrol in Fuel Base no. 2 in Nowa Wieś Wielka.
Compliance with EU-standards
Investments implemented by the Management Board of OLPP Sp. z o.o. are aimed at ensuring compliance with the applicable EU standards by all OLPP Fuel Bases. In 2009, the key OLPP Fuel Bases at fuel pipeline terminals will comply with all applicable EU standards – Fuel Base no. 5 in2 in Nowa Wieś Wielka, Fuel Base no. 4 in Rejowiec, Fuel Base no. 1 in3 in Boronów. The remaining OLPP Fuel Bases will be progressively adapted to the EU requirements until 2012. Emilianów, Fuel Base no. Koluszki, and Fuel Base no.
The first SO 9001 certificate for the best quality fuel storage services offered by OLPP was awarded as early as in 1998. Another certificate by Germanischer Lloyd Certification GmbH was issued in 2003. In July 2008, OLPP was granted an Integrated Management System Certificate based on PN-EN ISO 9001:2001, PN-EN ISO 14001:2005 and PN-N-18001:2004 standards, which confirms the company’s effectiveness in resources management, cost reduction and optimisation procedures, and the determination of tasks, competences and responsibilities of all OLPP employees.
All systems introduced in OLPP guarantee continuous readiness and ability to satisfy consumer demands, as well as prompt adaptation of internal rules and regulations to changes made in the legal system. Our aim is to establish an effective and efficient environmental protection and health and safety at work system, oriented primarily towards eliminating environmental threats, health prophylaxis, as well as accident and failure prevention.
OLPP has been performing a variety of actions aimed at protecting the natural environment and eliminating storage system failures. These operations include protection plate sealing, and the construction of modern two-shell storage tanks. These investments guarantee protection of ground and water. OLPP has already scheduled the construction of transhipment air-tight sealing system to eliminate petrol vapour emissions, the redevelopment of fire-protection system, and the introduction of continuous environmental parameters monitoring system. As a result, the OLPP Fuel Bases will operate in compliance with the current standards.
The action plan will increase the OLPP durable property value, and the operation of OLPP storage facilities will prove more effective in compliance with the applicable and relevant EU requirements.
2009 investments in numbers
In 2009, OLPP will invest PLN 160 mln in development operations, and PLN 34 mln in modernization works.
The total amount of PLN 160 mln will be allocated to:
- the development of OLPP storage capacities and the construction of trans-border pipeline – 40%
- pro-environmental actions – 20%
- adaptation of OLPP Fuel Bases to ensure compliance with the EU-requirements – 40%.
